Архив OpenSpec change nats-env-config после merge #99 (issue #80): дельта спеки применена к openspec/specs/, change перенесён в openspec/changes/archive/2026-10-13-nats-env-config/. Purpose спеки recognition-contract: subject'ы — настройки окружения с умолчаниями files.* (tasks 1.1). Только openspec/.

openspec validate --specs --strict — passed.
