Closes #45. Адаптация к ядру после части Б (arm-core PR #132, P3-30, P3-60, arm-ka-docs#116).

  • FailedCheckOut: expected/actual и column_index могут быть null.
  • Новый checkText.ts: hasColumn (-1 и null = без колонки), failureKey, failureText, expectedActualText; пустая цель — «цель не заполнена», без колонки — «Без колонки».
  • ChecksPanel, StatementReview, OsvDocument используют общие функции.

Проверки: make lint typecheck test build зелёные, 321 тест.

Ревью (opus): I-1 fixed (подпись), M-1 fixed (тесты null/null), M-2 fixed, M-4 fixed, M-3 rejected (дубль связи без колонки по спеке невозможен), O-1/O-2 deferred (гайд docs, смысл индекса в 409).
