fix(DocumentReview): label переключателя пустых строк связан через htmlFor (#36, AURORA-1527)

biome lint/a11y/noLabelWithoutControl остановил перенос в arm-core (sync-web, arm-core #120):
<label> обёртывал antd Switch. Switch получил id, подпись — label htmlFor. Заодно Prettier
переформатировал строку заголовка в ChecksPanel (длиннее 140).
