Bounded, парный к RSHB/arm-core#31 (PR #32). qa-guide: §1 «Есть», §4.2/§4.4 (что даёт make seed-dev), §6.3 импорт ЕЦП (после seed-dev ГК уже есть — --no-dev-groups или сброс), §6.6 (ЮЛ РБ уже есть); frontend-auth-guide: dev-ГК рядом с dev-пользователями.

Слито PR #39 (merge 4583b3c). Все пункты выполнены. Deferred: ОСВ-организации ДКБ без ИНН не заводятся (OQ-136); тесты ядра под обновлённые golden — RSHB/arm-core#33.
