Архив change Среза 3b (PR #39 слит): openspec archive slice-3b-statements-api — требования перенесены в openspec/specs/ (documents-api, osv-result-mapping, statement-checks, consolidations-api, directories-api, users-admin); ссылки README и CLAUDE.md переведены на openspec/changes/archive/2026-10-07-slice-3b-statements-api/. Хук workspace запрещает коммиты в main, поэтому архив — через PR.
