Копия docs/contracts из RSHB/arm-ka-docs fix/20-contract-oq138: $comment без «1.1», пример Excel done, OCR-пример без checks, описание soft_relations_failed. Логика не меняется, make check зелёный. Refs RSHB/arm-tabular-parser#20. Мержить пачкой: docs → arm-core и scan-gateway (копии контракта) → fixtures → tabular-parser. Между мержем docs и копий тесты идентичности контракта в сервисах красные.
